    That's the SA-5 "Gammon". Here it is in action:

    It seems the former Soviet Union was willing to allow pretty well anyone to get hold of its missiles...

    I've been up close to one of them and took a bunch of photos in case I or anyone else wanted to build one. So if anyone is interested, I'll put them over in the Scale section.
