I built last year a scale 4" A4 with 38mm MM (up to 480N casing).
Nose cone, tail and tube are standard PML parts. The whole work was to design & build the fins out of foam & carbon fiber sandwich. This is a MUST to keep the tail as light as possible with enough strengh. The ennemy is this rocket is the CP/CG issue, so build light at the back (but strong enough) and put all in the nose cone. Electronics + 450gr lead in my case so I have at the end 1 caliber between CP/CG. Flights perfect. Total weight was approx 2 kgs before start. 29mm casing with adaptor and H240W reload was more than sufficient. Single deployment for the moment with altimeter ignition.
Happy to help you if you wish more help or detailled pictures of construction.
