I think that was more of a "stick what you want here" type thing.
I never figured out what they were for, and tossed that Tripoli binder almost immediately -- the one I received was defective. I switched to a 3" D-Ring binder in its place, and promptly stuffed it with all sorts of stuff.

They use to publish a membership directory along with a complete book of all the "Certified" motors list. Due to privacy or lack man power it was dropped and forgotten about.
The last members directory is dated 2002-2003.
