I'd veto the idea of TRF requiring a club membership.

When I got into the hobby, I couldn't afford to join a club, when I got back into the hobby I couldn't afford to join a club, when I got back into the hobby again (now) I couldn't afford to join a club for quite some time. Now I'm in China, I can't find a club. Sure I can (and likely will) rejoin NAR, and finally join Tripoli once my trip to the US is completed (buying clothing that fits ranks higher in the budget than rockets at this time).
