What is this weird Estes nosecone?

it came in my Designer's pack

it fits a BT50, and looks like I'm supposed to cut that rear part off, but what is it?

Its a nosecone and a tail cone/nozzle. It gets cut at the narrowest point at the base of the NC. Then it gets cut again at the next groove, removing the small cone shaped piece, which gets discarded. The very end of the tail cone gets removed at the groove after the flair.
I believe the Crossfire kit uses this NC/TC.

The nose cone / tail cone first showed up in the Estes Black Brant III kit, #1293

More specifically it's the P/N 071027, PNC-50BB (Blow Molded) nosecone.

From the Estes Nose Cone Reference List v10.1 (https://www.rocketshoppe.com/info/Estes_Nose_Cone_Reference_10.1.pdf)

"The PNC-50V and PNC-50BB nose cones are identical. However, the PNC-50BB mold
comes with a tail cone as well. It seems that Estes has inconsistently numbered
the part in kit #1260, as no tail cone is supplied in this kit."
