how to ignite a safety fuse with a model rocket motor engine?

I am new to model rocketry and I don't wish to launch a rocket in the air at all. I am experimenting with pyrotechnics & I am wondering if it's possible to attach a black powdered safety fuse to a solid propellant rocket engine that would then be able to ignite the safety fuse? If so, would I also need a controller to initiate the igniter
 
I'm a little concearned by your statement about experimenting with pyrotechnics.

As as for starting rocket motors we always use electrical start for safety reasons. You should not need a fuse for this at all

So if you use a rocket motor to "light" the fuse.....what does the fuse light?
