I have something called StarTracker and Star Chart on my smartphone. You can point them at the ground or the sky any time of the day and see the constellations. However, they are not very accurate for real observational astronomy. At several star parties I have tried to use them for aiming my telescope, but they are off. In talking to my fellow astronomers the consensus is that they are not accurate enough. They do give a ballpark idea of where the constellations are.
