Here is a basic rocket 4 inch rocket, shooting for the most altitude possible.

Restrictions -
The shape of that nose is fixed.
4 inch heavy duty cardboard airframe.
Single M1419.

All else is fair game!

I get over 30K on the last design by using polished surface finish and airfoiling the fins. That said, I'm unconvinced that you can use a standard cardboard tube for this, since max velocity is over mach 2.
 
That is a real concern though I am minimizing the tube length between motor case and nose. I could fiberglass it, too.

I figured the fins could use some improvement though I was unsure of the best shape here. Thanks!
