Looks a lot like a Velociraptor.

Question: Do you really want to use a launch lug?

You have a good eye sir. Or you noticed the comment in the sustainer: "Playful little thing inspired by Binder Design's Velociraptor https://binderdesign.com/store/page2.html" ;)

I have some tubes, and two nose cones that I wanted to do a boattail design with. I'm also fond of split fins so when I searched for 'split fin boattail' the Binder Designs came up.

As for the launch lug... you would have been very lucky to guess that it was based off of Chris Flanigan's F Giant Alt reference design at https://sites.google.com/site/chrisflaniganrocketry/Home/giant-altitude-postal-contest (I should really reference this one in the comments too). That was my starting point because when I saw Chris's design I realized that I had a box with two of the same nosecones, then my imagination got the better of me and this is where I arrived.

The design as it is right now probably justifies a rail but I would really like to lighten it up and make it more appropriate for 1/4" rod. Is that what you were getting at when you asked about he LL?

That is looking more and more likely all the time. Would also certainly help out with what looks to be a very heavy tail at the moment. I've not quite decided what motor range I'm really aiming for on this one. Me and some others are just starting out on some roll-your-own electronics adventures so sometime soon I may have electronics in everything. :)

I had to go look... and you're right, this version has more room to spare. I forgot how far along it was.

I am still struggling with this rocket though. For me it's starting to weigh enough to want H class motors but I really wanted to keep it around F and G tops. <shrug>
