I'm just wondering what would the smallest rocket need to be to send even a small object into orbit? Would it even be possible with HPR motors?

Let's not talk about legalities... it's probably not. We're just talking hypothetical situations.
 
It's not a question of where he grips it; it's a simple question of weight ratios... and stages... and specific impulse... and exhaust velocity...

Long story short you need this: Tsiolkovsky to find out the requirements. I think you're borderline in being able to do it reasonably within the realm of HPR motors and would likely cross the threshold into Amateur Rocketry. Feel free to run some calculations and share with us.
