Doesn't VP still rule NASA?

No, not really (VP "ruling" NASA). It's true that in Kennedy's time (and a few times since then) the VP has been in charge of the Space Commission (various incarnations of it) and charged with developing general space policy, but this has come and gone and is dependent on which President and Administration we're talking about. The NASA Administrator is appointed by the President, and subject to approval by the Senate, and they generally seek to guide NASA in the general direction that the President wants it to go, (with some notable exceptions) BUT, it is CONGRESS who ultimately decides what programs to fund and not fund, and how much funding to allocate to those programs, to ultimately CONGRESS has oversight and "control" over the space program. The President (and his appointees, either in the "Presidential Space Commission" (VP, other appointees, etc.) sets the "space policy and goals", and the NASA Administrator generally comes up with the direction and ideas to achieve the approved goals, it is the Congress that ultimately must approve and provide funding to achieve those goals.

In the end, "No bucks, no Buck Rogers" rules the day... everything else is just "politics"....
