Apogee Rockets recommends attaching the rail buttons so that they are able to spin, allowing for less friction (it's the first FAQ towards the bottom of the page):

Is this really beneficial? I haven't read any mentions of that here on the forum.

It doesn't make sense, to me.

I can have friction of the button along the rail, or I can have friction of the button on the mounting screw. It's gonna rub on one or the other.

Not only that, but think about it this way... If the button is sliding along the rail, there's friction trying to spin it both clockwise and counter-clockwise. So, more than likely, it's not going to spin at all.

Either stationary or spinning both ways will work. Personally I keep my stationary, Just don't tighten it down so much that the button compresses as you'll have trouble getting it on the rail.
