You CAN use a popsicle stick or anything with a radius that is even to pull your fillets. I use a popsicle stick for small projects and wooden dowels for larger. PVC will work well too. Or anything...

When I put my electronics in the nose cone I put my vent hole as far down the shoulder as I can go. Like literally leave 1/16" material under the hole. This has worked well for many flights.

Yep. Do the quick math on a Wildman fiberglass kit or similar. Usually about half price compared to buying the parts.
Check out aeropack's minimum diameter retainers which retain from the front and only cause a small amount of extra drag due to the added airframe length you will need.

If I had to guess I'd say the paint under neath wasn't quite dry yet before you applied the clear. This has happened to me in the past. A painter here will know the correct answer
