I think NASA should focus on designing landers that can be sent to other worlds (Mars for example) and bring back soil samples from the surface to here on Earth.

Same goes for sparky motors. You don't need a level one here in Canada to fly a SkidMark (Or DarkMatter etc.) as long as the total impulse is less then 160 N.
